1. NHS Confederation Annual
Conference.
Amongst the 1500 delegates this year were a significant
number of PCT heads. Ken Jarrold, Chief Executive of County Durham & Tees
Valley said StHAs would stand back and PCTs have some surprises coming.
2. Primary Care.
PCTs
across the country are being forced to produce SaFFs that cannot be met,
because of inherited debt from HAs. The DoH has agreed to fund the initial
training programme to train 900 GP appraisers. See

3. NICE Update.
The
atypicals decision is finally announced as is the 7th wave work programme. This
includes 12 clinical guidelines. See
www.nice.org.uk. NICE has responded to the DoH's
consultation on the timing and selection of topics for appraisal. NICE is not
happy about deferrals of TA as it thinks that topics should be referred to the
Institute in time for guidance to be issued near to the point of launch -
around two years prior to anticipated launch.
4. StHAs.
Trent StHA
have advertised for posts in Health Policy. 'Policy Managers - to manage the
link between national task forces and local health and social care communities.
A PI will be that health communities understand their NSF and are making good
progress towards targets

5. Medicines Management.
PCTs are starting up 'traffic light' systems to make sure hospital
consultants are not shifting costs and responsibilities of complex medical
areas onto GPs. Joint prescribing committees, medicines management committees,
therapeutic committees and area prescribing committees are being dusted
down.
6. NHS Wales.
Wales is
to appoint three new Regional Directors. These Regional Offices for North
Wales, Mid/West Wales and South/East Wales will take over some of the functions
of the 5 HAs when they are abolished. The rest of HA functions will go to the
LHBs, to be established by 1/4/03. The ROs will report to the NHS Wales
Department, which will also be strengthened. See

6. NSFs.
The DoH has
published a One Year On report from MISG, now overseeing the follow up to the
PICTF work. See

commitment to positive industry involvement in the NSF programme but this is
not necessarily reflected at the PCT level.
