Despite its many achievements the NHS has failed to keep pace with changes in society. Since March 2000 specialist teams have been preparing an NHS plan with the vision of a health service designed around the patient. This vision is outlined at the beginning of this report followed by a look at the NHS now. The report then outlines options for funding healthcare and for investing in NHS facilities and NHS staff. The plan outlines a new delivery system for the NHS as well as changes between health and social services, changes for NHS doctors, for nurses, midwives, therapists and other NHS staff. The plan also outlines changes for patients and in the relationship between the NHS and the private sector. The remainder of the plan sets out strategies for cutting waiting time for treatment and improving health and reducing inequality. Actions for tackling clinical priorities and for services to older people are discussed and the reform programme outlined.
